Frank Rubino, City's Top Attorney, Retiring After 38-Year Career in Public Service
Yonkers, N.Y. (March 3, 2010) After a 38-year career, Yonkers Corporation Counsel Frank J. Rubino will be retiring from public service later this month, he announced on Wednesday.
Mr. Rubino's retirement will leave a vacancy in the city's top legal post, for which Mayor Phil Amicone said today he will nominate Mark Blanchard, the city's current No. 2 attorney (First Deputy Corporation Counsel), to fill. "Frank Rubino has served the people of Yonkers with distinction for more than 10 years. I consider myself lucky to have Frank in my administration where he's earned the respect and admiration of all his colleagues. Although we're sorry to see him leave, we certainly wish Frank and his family well in his retirement," Mayor Amicone said.
Mr. Rubino came to Yonkers in 1999 when he was appointed as First Deputy Corporation Counsel in the administration of former Mayor John Spencer. Mayor Amicone then tapped Mr. Rubino to serve as Corporation Counsel when he took office in 2004, where Mr. Rubino has served to present.
Prior to coming to Yonkers, Mr. Rubino was Vice President for Legal
Affairs & General Counsel for the Roosevelt Island Operating Corporation
for three years. Mr. Rubino was also the Deputy Employment Counsel to
the New York City Department of Sanitation for six years and a special
education teacher in the New York City Public Schools for 18 years. "It has been an honor and a privilege to work for the people of this great city. I have the utmost respect for the mayor and his staff as well as for all of the commissioners and the various people in every department who work so hard to make this city a better place. Working in Yonkers has been the best part of my career and I want to thank everyone for making that so," Mr. Rubino said. Mr. Rubino's last day on the job will be Friday, March 19, after which Mr. Blanchard will serve as acting Corporation Counsel until he is confirmed by the City Council. Mayor Amicone said he will send Mr. Blanchard's appointment to the City Council this week, where he expects it will be confirmed in short order.
